[[File:AlZahbi.png|thumb|The Commoner’s Ward of Al Zahbi]]
[[File:AhtUrhganWhitegate.png|thumb|The Merchants’s Ward of Al Zahbi]]
__NOTOC__
__NOEDITSECTION__
The Empire of Aht Urhgan dominates the [[Aradjiah|Aradjiah Continent]], a landmass found east of [[Mindartia]]. This massive nation lies between the [[Gugru Blue]] and the countries of the Far East, and is governed by the Divine Empress--a ruler who wields absolute religious and secular authority. Furthermore the Empire is divided in two separately ruled areas: West Aht Urhgan and [[East Aht Urhgan|East Aht Urhgan]].

During the time of the [[Crystal War]], the [[Allied Forces of Altana|allied forces of Altana]]—-including [[Tavnazian Safehold|Tavnazia]], one of the Empire’s largest trading partners—-petitioned for the aid of the Aht Urhgan armies. Despite repeated requests for help, the Empire remained steadfast in her isolation and dispatched not a single soldier. These actions led to the continuing diplomatic distance between the [[Areas#The Middle Lands|Western nations]] and the [[Near East]]. The Empire is currently at war with her Far Eastern neighbors.

==Al Zahbi==
Protected by tall ramparts, the impregnable fortress city of [[Al Zahbi]] serves as the capital of the western half of the vast Empire of Aht Urhgan. The city resembles a labyrinth, with the roofs of stone buildings joining to form paths around structures built on a higher level. The serpentine designs seen throughout the city represent the two-headed snake king Zahak, a symbol of the Empire.

Al Zahbi is divided into three wards:

====[[Al Zahbi|Commoner’s Ward]]====
This fairly new ward houses residents who have either not been granted or have been stripped of citizenship. [[Beastmen|Beastman]] attacks are a constant threat due to the district’s location on the outskirts of town.

*Ingame, the area is called [[Al Zahbi]] (referring to the map), although it's only one of three districts of the city.

====[[Aht Urhgan Whitegate|Merchant’s Ward]]====
This diverse ward is home to merchants and craftsmen who provide their services to the area’s throngs of traders, mercenaries, and adventurers from foreign lands. The district also features two ports, one facing the inland sea to the north and another facing the open sea to the south. The Merchant’s Ward also serves as a western gate to the Empire.

*Ingame, this area is called [[Aht Urhgan Whitegate]] (referring to the map).

====Imperial Ward====
The Imperial Ward lies behind a colossal white wall that separates the district from the rest of the city. The magnificent imperial palace, military facilities, and residences of the imperial family line the streets inside, but noncitizens are strictly forbidden to enter.

*Ingame this area is called Imperial Whitegate (referring to the map).

==Culture==
Years of warfare with past enemies such as the [[Corsair: A History|Kingdom of Ephramad]] and new foes such as the nations of the Far East have seen the Empire of Aht Urhgan develop a somewhat militaristic culture. The constant conflict with the beastmen forces that dominate nearby regions forced the Empire to develop a strong military force which has come to have a major impact on the every day life of it's citizens.

==Living Standards==
While citizens living in the Imperial and Merchant's ward enjoy a good standard of living those in the commoner's ward are subject to constantly worsening conditions due to the constant [[beastmen]] attacks. However thanks to the leadership of the Grand Vizier, petty crimes have been greatly reduced.

==Military Organization==

===Imperial Army===
These soldiers receive a stipend from the Aht Urhgan Empire for their services. As members of the Imperial Army, they possess not only quality weapons and armor, but have also received extensive training. Among their number are seasoned veterans who have been brought in from the front lines of the conflict with the Far East.
===The Immortals===
The [[Razfahd|Grand Vizier]] directly commands this unit of elite special forces. Their original duty was to protect the Empress from harm and maintain order in the Empire, but they also participate in Besieged battles under certain conditions.[[Blue Mage: A History|The Immortals]] led by [[Raubahn|Captain Raubahn]] use the skills learned in their rigorous blue mage training to command the defending army in battle and provide logistic support.
===Mercenaries===
Ignoring the views of her advisors, Empress Nashmeira has recently ordered a large-scale recruitment of mercenaries to deal with the barbaric races inhabiting the lands that surround the Imperial capital. To this end she has employed the [[Salaheem's Sentinels]] mercenary company to provided support for the imperial forces. Since then many adventurers have taken up positions as mercenaries in the Near East as an opportunity to explore the region. The Empire also hires beastmen mercenaries, particularly [[Goblins]] and [[Qiqirn]]. Goblins are employed only when the treasury permits, while Qiqirn are usually employed under extreme circumstances.
===Serpent Generals===
[[Besieged/Besieged Allies|These five generals]] have been personally charged by the Empress with the defense of Al Zahbi. They are each allowed a name that corresponds with the symbols of the Empire. The Imperial symbols consist of five serpents, each associated with an element--fire, water, earth, wind, and the heavens.

The '''Imperial Relief Effort''' is a HorizonXI server-wide event leading into the release of [[Treasures of Aht Urhgan]]. By participating in the event's activities, players can earn [[Imperial Standing]], which affects temporary ToAU launch access through [[The Road to Aht Urhgan]].

During the temporary launch restriction, a player's [[Imperial Standing]] earned through the Imperial Relief Effort determines their [[Boarding Permit]] requirement and several launch travel benefits.

The access items required by lower tiers are new ToAU-release items. They cannot be obtained before ToAU goes live.
* The [[Sanction]] value shown above is an additional duration bonus, not the player's total Sanction duration.
* "Instant" under the [[Boarding Permit]] Requirement column means no launch access items are required for the permit.
* The access items required by lower tiers are new ToAU-release items and cannot be pre-farmed before ToAU goes live.
* The level 30 requirement for obtaining the {{KeyItem}} [[Boarding Permit]] is a temporary launch restriction.
* See [[The Road to Aht Urhgan]] for the full Boarding Permit quest walkthrough.
== Imperial Relief Supplies==
Emissaries from The Near East have been spotted at the crafting guilds throughout the Middle Lands. Requesting supplies to stabilize strained supply lines, aiding them grant small amounts of [[Imperial Standing]] for each turn-in.

=== How to Start ===
# Speak with any emissary stationed near the crafting guilds in Bastok, San d'Oria, or Windurst.
# Accept their request for aid to join the Imperial Relief Effort.
# Talk to the emissary who is wearing a crafting apron for a list of currently accepted materials for the guild.
# Trade the requested items to receive [[Imperial Standing]].
(All guild requests are unique for each crafting guild, and items can only be turned in at their respective guild. Example: Cooking items are only accepted by [[Numaaf]] at the Cooking guild in Windurst.)

=== Rewards ===
* [[Imperial Standing]] (amount varies per request)

====Notes====
Each requested item has a limited number of turn-in limits. See the [[Imperial Relief Effort#Guild Turn-ins|Guild Turn-ins]] section to determine if a requested item has reached it's request limit.

Goblin Traders will aid in the completion of a request, at a price. In exchange for a listed amount of gil, the Goblins will complete a request and split the Imperial Standing rewarded (turn-in ISP/2), rounded up. For example; requests completed through a Goblin Trader that grant 1 IS will provide 1 IS, while 2 IS provides 1 IS, and 3 IS provides 2 IS, etc.

As of 4/17/26, HQ versions of requested items can be turned in for the same amount of Imperial Standing as their NQ counterparts; however, this only applies to HQ +1 items. Items, such as the [[Traversiere|Traversiere+2]] are not accepted.

As of 6/18/26, Blacksmith is no longer accepting items and is waiting for the next phase.

As of 6/26/26, Blacksmithing is missing the third ISP turn-in item for phase 3.

As of 6/26/26, HQ versions of Phase 3 items grant additional ISP versus their NQ counterparts.

==Beastmen Scouts==
In an attempt to hinder the Imperial Relief Effort, the Beastmen tribes have sent scouting parties throughout the Middle Lands to capture supplies and bring them back to The Near East.

===Overview===
The Beastmen tribes of [[Treasures of Aht Urhgan]] can be encountered in multiple regions of the Middle Lands. Each spawn consists of a Scout (the primary target) accompanied by a small scouting party of tribe members, which can be defeated to earn [[Imperial Standing]].

===How it Works===
# Locate a Lamia Scouter, Mamool Ja Scout, or Troll Scout in one of the [[Imperial Relief Effort#Spawn Regions|Spawn Regions]].
# Engage the Scout to pop all enemies within the scouting party
# Defeat the beastmen to earn [[Imperial Standing]]

===Scouting Parties & Rewards===
Scouting parties consist of the scout, alongside a random number of tribe members and monsters:

{| class="horizon-table table-md general-table sortable center-col-4"
|-
| [[Bhoot]]
| [[Wamoura]]
| [[Wivre]]
| 15 IS
|}

<nowiki>*</nowiki> The [[Troll Scouter]] is accompanied by an [[Automaton Scout]] ([[White Mage|WHM]]/[[Red Mage|RDM]]) that grants 5 IS.

As of May 22, 2026, on defeating the Scout, any players that earned IS may receive the log message:
: ''"You have received a box of supplies."''

While these stolen box of supplies are neither a physical item nor [[Key Item]], they can be returned to any of the [[Imperial Relief Effort#Imperial Relief Effort NPCs|Imperial Relief Effort NPCs]] that accept crafting guild requests to confirm delivery of (x) number of requested items e.g. "It appears they had taken 5x Bug Broth from us!"

Note that players can hold multiple boxes of supplies; however, on reaching the limit they will be notified that they can no longer hold more supplies and must turn them in before they can obtain more.

===Spawning and Behavior===
'''Aggression:''' Scouts are initially passive and will not aggro until attacked.

'''Spawn Timer:''' Spawns appear to follow one of two timing windows per zone, occurring at either xx:x2/xx:x7 or xx:x0/xx:x5 (in-game time), though exceptions have been recorded. If the scouting party despawns, they will respawn in the zone at the next window between 25-45 minutes later. On the other hand, if the scouting party is defeated, the next group won't appear until the next window around 1 hour later. {{verification}}

'''Routes:''' After spawning, Scouts will remain in their location for approx. 2 minutes before beginning their set patrol route. On reaching the end of their route, the Scout will remain in the area for about 4-5 minutes before heading back to their spawn location, where they will remain for an additional 2 minutes before despawn. An entire route can range from 10–15 minutes.

'''Tracking:''' Running through known spawn areas will trigger the Dynamis statue pop sound when a Scouter renders within range. The most consistent method is to camp known spawn points and wait for spawn timers based on last spawn time.

- As of 5/22 the mobs are no longer showing on widescan.

===Spawn Locations===
===Strategies===

====Claiming the Scout====
Upon locating a Scout, it may take some time for the rest of the alliance to reach them; however, since Scouts can depop, you'll often need to pull them before everyone is in zone. There are typically two methods for handling this situation:
* Pull the mobs to the nearest zoneline to lose aggro / rinse and repeat
* Kite the mobs in wide laps around the zone

While pulling the mobs to the nearest zoneline is safer, it's easy to lose track of the mobs if you don't know their routes, as they'll immediately begin pathing to their spawn location. As such, it's advised this be done with at least one other party member, who can track the mobs upon zoning.

If you choose to kite the mobs, you'll need some form of movement speed gear and risk not gaining IS on their defeat.

Regardless of the method chosen, you'll need to be cautious of any Tracker Imps or the Automaton Scout, as they are capable of casting [[Erase]], [[Gravity]], or [[Bind]]. This can quickly lead to death, so it's best to only aggro the mobs if the Scout has stopped moving, indicating that it may depop.

====Fighting the Mobs====
Once you've located a scouting party and aggro'd the Scout, the hard part begins.

Consisting of high level enemies, the beastmen hit quite hard and have heavy resistances. It's advised that a party consist of at least one [[Bard]], as [[Lullaby]] has a higher success rate than [[Sleepga]]; however, multiple [[Red Mage]]'s and [[Black Mage]]'s can serve the same purpose.

On the other hand, if you don't have the ability to sleep mobs, kiting is also an option. Similar to kiting while the party assembles in the zone, it's advised that the kiter possess movement speed gear. Once pulled, lead the enemies in wide laps around the zone as party members pull off mobs one at a time. Note that if the kiter wants to receive IS, they must be about 10 yalms away from a mob when it's defeated.

<span style="color:red">All enemies will depop if the Scout is killed, so save it for last.</span>

====Enemy Abilities====
Each of the enemies in the scouting party is capable of using their respective job abilities and spells, including the [[Blue Mage]], [[Corsair]], and [[Puppetmaster]]. In addition to dealing significant damage with these attacks, each beastman will use their [[Two Hour Ability|Two-Hour Abilities]], such as [[Manafont]] and [[Hundred Fists]]. [[Chainspell]] is particularly dangerous, as affected mobs will spam -aga III spells.

====Kill Priority====

'''Trolls''': Bulwark > Crawlers > Wamoura → Ironfist > Automaton > Scouter
: Since Bulwarks are [[Paladin]]'s that resist sleep,it's best to take them out first; however, [[Bind]] is also an option if sleeps fail. Lastly, the Automaton Scout can be ignored until the end, as this helps avoid it using [[Benediction]] and waking the other enemies.

'''Lamiae''': Imp > Magus > Fangshot > Scouter
: Imps and Magus frequently cast -ga III spells, so [[Silence]] them and take them out quickly to prevent party wipes. Support players should keep [[Stoneskin]] up and the tank's HP high to avoid death from [[Eagle Eye Shot]].

'''Mamool Ja''': Sage > Wivre > Zenin > Scouter
: Once again, mage jobs are the priority; however, you'll also need to [[Silence]] the Scout, as it can easily one-shot players with [[Radiant Breath]]. Keep the party healthy and [[Stoneskin]] up when fighting the Zenin, as it will use [[Mijin Gakure]].

===Beastmen Invasions===

====How it Works====
As of May 22, 2026, any players that earned IS on defeating a Beastman Scouter may also receive the log message:
: ''"You find what appears to be a scouting report!"''

Similar to the box of supplies, these 'Scouting Reports' are neither a physical item nor [[Key Item]]; however, as of June 12, 2026, players can check which reports they are missing by speaking with the [[Imperial Relief Effort#Imperial Relief Effort NPCs|Imperial Relief Effort NPCs]]. Each report is assigned to a specific Beastmen tribe and zone, with the following log message appearing when both conditions are met if the player is in the zone:
: ''"The scouting report seems to indicate that there may be some (x) in the area!"''

Once a player obtains all Scouting Reports for a single Beastman tribe they can speak with the [[Imperial Relief Effort#Imperial Relief Effort NPCs|Imperial Relief Effort NPC]] to learn of an impending attack.

Heading to the specified zone, locate the Suspicious Flag at the following locations:
* [[Buburimu Peninsula]] (K-7)
* [[East Ronfaure]] (J-9)
* [[West Ronfaure]] (I-9)
* [[East Sarutabaruta]] (K-6)
* [[West Sarutabaruta]] (E-6)
* [[North Gustaberg]] (I-7)
* [[South Gustaberg]] (???)

On interacting with the Suspicious Flag, the player who turned in the Scouting Reports will receive the following warning:
: ''"(unknown)"''

Upon touching the Suspicious Flag a second time, an unclaimable [[Notorious Monster]] matching the tribe of the Scouting Reports that were turned in will spawn: Gurfurlur (Trolls), Gulool Ja Ja (Mamool Ja), or Medusa (Lamia). This will trigger a server-wide message from the NM, announcing it's appearance and the zone for everyone.

====Strategies====
Throughout the fight, the NM will spawn "adds" based on two conditions:
* '''Beastmen''' mobs every two minutes
* '''Non-Beastmen''' mobs at every 5% of the boss' HP

While clearing all enemies is critical to avoid being overwhelmed, Beastmen enemies do not grant [[Imperial Standing]], as they are theoretically endless. Non-Beastmen enemies, on the other hand, grant 5 IS to any player that tagged them (up to a limit of 250 IS).

A good strategy throughout the fight is to pull the Beastmen mobs away from the primary tank when they appear to avoid AOE damage from ''-aga'' spells and status ailments. Once the NM is close to reaching one of its 5% thresholds, target the NM and prepare a ''-aga'' spell (preferably not a damage-over-time spells, such as [[Diaga]] or [[Poisonga]]) to tag each of them, and lure them away from the tank.

Keep a close watch on Beastmen enemies, as they can still use their two-hour abilities, and [[Silence]] casters whenever possible.

=====Troll=====
The boss can raise a magic shield that converts magic damage taken into HP.
Stop using offensive magic while the shield is active.

=====Lamia=====
The boss has multiple Petrify attacks. Be prepared to remove Petrification quickly.
Adds can inflict Curse, so keep Curse-removal spells or items ready.

=====Mamool Ja=====
Boss will do a [[Mijin Gakure]] every 5 minutes.
Zenin adds are Ninjas and can use [[Mijin Gakure]].
Pull the Zenin away from the boss and defeat them elsewhere.
Dedicated groups should handle the Zenin whenever possible.

====Rewards====
All players that tag the Notorious Monster will receive '''125 Imperial Standing''' and a '''Box of Stolen Supplies'''.

Similar to the box of supplies that can be obtained from Scouting Parties, these are neither a physical item nor [[Key Item]]; however, they can be returned to any of the [[Imperial Relief Effort#Imperial Relief Effort NPCs|Imperial Relief Effort NPCs]] that accept crafting guild requests to confirm delivery for ten times the materials that a normal box of supplies provides.
