The Portal Charm is a permanent key item, and will remain in the player's possession even after changing nations.
You can give Kupipi the Rolanberry as early as after having completed Mission 2-3. This will start a cutscene in which she asks you to return later and she may have a present for you. Talk to her again after completing Mission 3-2 to receive this present (the Portal Charm.)
