Past Event Watchers allow you to re-watch past cutscenes in that zone.
They are easily recognizable as they are wearing a Choral Roundlet, a Blue Cotehardie, Choral Cannions, and Moccasins.
To watch a cutscene, simply talk to the Past Even Watcher NPC. It will. It will cost 10 gil to watch a past scene.
