Walkthrough
- Talk to Powhatan; he's foolishly told someone coming into the port that he'll meet him wearing a shell shield when he doesn't have one.
- Obtain a Shell Shield and equip it.
- Talk with the clerk Bartolomeo in the Arrivals section of the Air Travel Agency with the Shell Shield equipped. This triggers a cutscene where an NPC named Evrain appears. You exchange greetings and then he finds his own way to the tavern where Powhatan is waiting.
- Talk to Powhatan again to complete the quest.
- You keep the Shell Shield.
