I believe you also have to do The Medicine Woman quest (I am not sure about this, but it looks relevant in the NPC code that starts the quest? I'd start there)

Alright It seems Medicine Woman was necessary. Once completed, Read Diary p4 once more then talked to Antreneau (twice) and got cutscene to activate Over the Hills. Thanks!
