Walkthrough
- Talk to Evi, talk to Rafaela next to him, and then talk to Evi again.
- Go to Konschtat Highlands and select the ??? near the windmills at G-8 to receive the Tattered Mission Orders (key item).
- Return to Port Bastok and talk to Evi to deliver the orders and complete the quest.
