I suggest if fishing for Lu Shang's in the bottom section, bridge from 11 - 13 on Yellow Globe in Lower Jeuno using Sabiki Rig and Halcyon Rod. With full Angler's gear, You can get a 100% catch rate on Tricolored Carp, rather than many lack of skill messages.

If you fish here for Bluetail, check your quest log for "Recycling Rods". If you have it, you'll need to complete it before you can successfully fish in this spot. Otherwise, 99% of your casts will try to catch the NM for that quest.
