Talk to Ayame at Metalworks (K-7) (upper level) to start the quest.
Next, go to Bastok Mines and talk to Virnage at (I-5) (in the Bats Lair Inn) to receive the Dawn Talisman.
Next head out to Oldton Movalpolos to speak with Rakorok at (K-10).

When you click on Rakorok, the NM Bugallug (level 45-50) will immediately appear. Defeat Bugallug.
