It looks like this is incorrect. I just changed nations (02/29/2024 from Windy to Bastok). Both are tied for 2nd place and paid 12k gil. I do have a screenshot but get an error message trying to upload it here.
Also looks incorrect. Tried to change to Windurst (3rd place, no tie), was charged 12k gil.
