You must have a 
Vial of Shrouded Sand to use his services.
You may have to talk to him repeatedly until the service you need is mentioned. (For example, if you want to turn singles in to a 100, talk to him until he tells you he will do that for you. Just trading to him without that bit done will have no effect.)
