Usage:	/yell
Description:	Sends a message to all PCs within nearby zones. The message will not be displayed if a PC has their [Yell] chat filter turned on.

Notes

• Message includes the area from which the PC is sending, eg. <Name>[UpJeuno]: Message.
• There is a short delay in which you cannot /yell after your previous /yell message.
• The command works in the San d'Oria, Bastok, Windurst, Jeuno, along with the cities of Selbina, Mhaura, Kazham, Norg, Rabao, Tavnazian Safehold, Aht Urhgan Whitegate, and Nashmau.

Rule XVII
Yell/Shout Rules. Both Yell and Shout are subject to the “Harassment and Hate Speech” rules. Additionally, you may only use yell for: (i) looking for group/in-game recruitment (including Linkshells); and (ii) commerce.
