Effect on chocobo: Attempts to temporarily slow all opponent chocobos. Chocobos affected display a "!" overhead. The effect does not last long (~5 seconds.) May be best used near the end of a race as opponents with higher strength/speed will quickly make up distance once the effect wears off.
