This key item is obtained by choosing the Tavnazian Archipelago when doing a supply quest. For further information, see Supply Run Mission.
This outpost is located at Lufaise Meadows (E-8).
You can only obtain this key item after you have returned to Tavnazian Safehold during Sheltering Doubt.

You can use the Tavnazian Ring to teleport right to Tavnazian Safehold if you have this ring in your possession, allowing you to finish this supply quest very quickly. The guard the supplies may be delivered to is right outside the north exit to Lufaise Meadows.
