Walkthrough

1. Speak with Faursel inside Neptune's Spire in Lower Jeuno at J-8.
2. Select the hidden third option during the first cutscene.
3. Speak with Faursel again and choose either the hidden third option or the first option.
4. Your final Imperial Standing total earned through the now-ended Imperial Relief Effort determines your Boarding Permit requirement and temporary launch benefits.
   • The event total is locked. Imperial Standing earned after the event ended does not improve this launch-access tier.
5. Use the highest threshold you reached in the table below.
   • The 5,000 and 10,000 IS tiers require no access items.
   • Lower tiers may turn in the required number of different items from the eight access items; no specific subset is required.
6. If access items are required, obtain the needed items from level 30 or higher monsters.
7. Trade the required access items to Faursel, then complete his remaining dialogue to receive the Boarding Permit.

HorizonXI Launch Access

The Imperial Relief Effort ended with the release of Treasures of Aht Urhgan on August 7, 2026. Additional event IS can no longer be earned, so each player's launch-access tier is determined by the highest threshold reached before the event ended.

Players whose tier requires an item turn-in may choose any required number of different items from the following list. All eight are items. The associated family is taken from each item's in-game description; the release notice does not provide an exact monster-by-monster drop table.

Access Item Drop Rules

• The access items are available from level 30 or higher monsters.
• Treasure Hunter has no effect on these drops.
• Drop rates are temporarily increased for the ToAU launch period.
• Drop rate increases with monster level; higher-level eligible monsters have a much higher chance to drop an access item.

Launch Notes

• The Sanction value shown above is an additional duration bonus, not the total Sanction duration.
• "Instant" under the Boarding Permit column means no launch access items are required for the permit.
• "Instant Teleport" refers to the temporary launch travel option granted by the 10,000 Imperial Standing tier.
• Legacy retail turn-in lists are not used for HorizonXI's launch version; the only valid item turn-ins are the eight access items above.
• The level 30 requirement is a temporary launch restriction for obtaining the Boarding Permit.

After Obtaining the Boarding Permit

Once you have the Boarding Permit, you may travel to Aht Urhgan Whitegate by taking the mercenary transport from Mhaura.

Players whose final Imperial Relief Effort total reached the 10,000 Imperial Standing tier may use the temporary instant teleport option during the launch restriction.

After arriving in Aht Urhgan Whitegate, players should begin unlocking the Runic Portals at each Staging Point for future travel.
