Multiple sources from discord and personal experience show Halcyon works without any danger of a line snap if fished correctly. Note: They are the only fish that will bite on both recommended baits in all 3 locations (great blue).

Note: On Horizon, Dragon's Aery has a safe spot at the east end of the lake, behind a small mound. If you stand there, you don't need to use Sneak effects while you fish near the dangerous monsters.
