Will not take effect if the target is petrified; the reverse is also true.

The Stun effect itself is extremely accurate, even at low levels of Dark Magic Skill. Targets that are highly magic evasive or have Lightning elemental resistance may resist this spell's effects.

Several NMs build gradual resistance to the effects of Stun, lowering the duration of the spell over time and eventually becoming immune to it.
